"Status of dental package is not being impacted by Effluent Guidelines Plan [reopened for public notice].  Package has not been sent to OMB, but anticipate it will be sent shortly.  With respect to timeframe, we anticipate OMB will take 90 days to review it.  We typically sign a proposal within a couple of weeks after completing OMB review.  So, under the best case scenario, signed proposal is 3 1/2 months away."

Looks like April at the earliest.
